Each year Wichita Festivals, Inc. sets the theme for the annual Wichita River Festival and almost every year they send out an invitation to the community to submit a design concept for the event. The All-American Flying Bathtub, Flying Fish and Ollie the Octopus were all winning concepts of the WRF poster and button competition.
